There is no government job code for AI ethics research, so we look at the two closest jobs the government does measure. BLS says computer and information research scientists and political scientists both typically need a master's degree to start, and both have employers who prefer a PhD. O*NET's survey of political scientists found 88% of new hires need a doctorate. So a master's is the floor for research work in this area, not the ceiling.

What would change our mind: A count of current job postings for responsible-AI and AI-policy research roles. If most accept a bachelor's alone, move this to Bachelor's; if most require a PhD, move it to Doctoral. If BLS ever creates an occupation code for this work, its education level replaces ours.

These are course-based professional master's, not research degrees, so assistantships are rare — you pay full tuition. Total published cost runs from about $15,000-$20,000 for cheaper in-state or online programs (e.g., University of Illinois's online Master of Computer Science) up to $100,000+ at elite private schools (e.g., University of Chicago's MS in Applied Data Science). Worth knowing before paying for one: in machine-learning-engineer job postings, only about 22% require a master's and 18% accept a bachelor's alone, with 'bachelor's required, master's preferred' the more common phrasing — so several careers on this credential (especially AI/ML engineer and data scientist) don't strictly need this degree if you can show real projects instead.

AI ethics researchers study how AI systems can cause harm, through bias, privacy loss or unsafe behavior, and help companies, governments and universities set rules to prevent it. AI can help with parts of the work, such as reading research and drafting reports, but it cannot be the independent judge of its own risks. The bigger question for this career is demand, and the demand is real but small. A study of more than four million AI-related job postings from 2018 to 2023, published in IEEE Transactions on Technology and Society, found that demand for AI ethics and governance expertise has grown quickly, both in raw numbers and as a share of AI jobs, with more than 100,000 such professionals now sought each year. Indeed's Hiring Lab found that postings mentioning "Responsible AI" went from almost none in 2019 to 0.9% of all AI-related postings in 2025, with growth speeding up from 2024. So the field is growing, but from a small base.

The main risk is that this work gets cut when companies change priorities. In 2023 Microsoft laid off its entire AI ethics and society team as part of 10,000 company-wide layoffs, even while it kept a separate Office of Responsible AI. Later that year Meta broke up its Responsible AI team and moved most of its members to its generative AI product group, after an earlier restructuring that included layoffs. Both happened while the companies were speeding up their AI products. That is why this is a 2 and not a 1: AI does not do the core of this job, but the jobs themselves depend on employers deciding the work is worth paying for.

What would change this score. If laws that require AI risk checks, like the EU AI Act, turn into steady hiring of dedicated staff, this could come down to 1. If more big companies fold their ethics teams into product teams or cut them when budgets tighten, it goes to 3.
